Speed of the boat decreases by 25%:
New speed of boat = 24 - (0.25 × 24) = 18 km/hr
Downstream speed is the sum of the boat's speed and the stream's speed:
Downstream speed = Speed of boat + Speed of stream = 18 + 3 = 21 km/hr
