The Technical Education Quality Improvement Programme (TEQIP) was initiated by the Ministry of Human Resource and Development with the assistance of the World Bank. The first phase of this program was launched in 2002. The main aim of this program was to improve the quality of technical education in India. What is the Technical Education Quality Improvement Programme?

The Technical Education Quality Improvement Programme (TEQIP) is a World Bank-aided project of the Government of India. It aims to improve the quality of technical education in the country. The programme was launched in 2002 and is being implemented in three phases.

Measures Taken Under TEQIP

A host of interventions have been taken under TEQIP to improve the quality of technical education.

Institution-Based Measures

At the institutional level, the measures taken include: 

  • obtaining accreditation from the National Board of Accreditation to certify quality, 
  • reforming institutional governance processes, 
  • improving operational efficiencies through digital initiatives,
  • granting autonomy to eligible institutions, and 
  • securing infrastructure grants for upgradation.

Student Based Measures

At the student level, interventions focus on: 

  • enhancing the quality of teaching and training of faculty to improve pedagogy, 
  • equipping classrooms with modern amenities, 
  • revising curricula to make them industry-relevant, 
  • facilitating industry interactions through internships, 
  • mandating internships to provide practical exposure, 
  • imparting skill-based training to improve employability and coaching students for competitive exams like GATE.

Phases of Technical Education Quality Improvement Programme

TEQIP is being implemented in three phases:

TEQIP Phase I (2003-2009)

The main objectives of TEQIP Phase I were to:

  • Promote academic excellence in technical institutions
  • Improve the quality and reach of services to the community and industry
  • Enhance system management capacity

TEQIP Phase I was implemented in 13 states and covered 127 institutions, including 18 centrally funded institutions.

TEQIP Phase II (2010-2017)

The main objectives of TEQIP Phase II were to:

  • Continue to support the objectives of TEQIP Phase I
  • Focus on improving the quality of faculty and research
  • Promote innovation and entrepreneurship

TEQIP Phase II was implemented in 17 states and covered 219 institutions, including 25 centrally funded institutions.

TEQIP Phase III (2017-2021)

The main objectives of TEQIP Phase III are to:

  • Continue to support the objectives of TEQIP Phase I and II
  • Focus on improving the employability of graduates
  • Promote industry-academia collaboration

TEQIP Phase III is being implemented in 19 states and covers 235 institutions, including 30 centrally funded institutions.

Funding for TEQIP

Funding for TEQIP comes from the Government of India, with assistance from the World Bank. Here are some key points about the funding for TEQIP:

  • TEQIP Phase 1 was implemented from December 2002 to March 2009, with a 9-month extension.
  • The total funds utilized at the end of the project were ₹1,324.1182 crore (US$170 million). This was slightly lower than the funds released, ₹1,331.8306 crore (US$170 million).
  • Maharashtra received the highest allocation of funds during the project. This amounted to ₹162.5594 crore (US$20 million). Most of this amount was disbursed.
  • Sardar Vallabhbhai National Institute of Technology in Surat also received a significant allocation of funds, ₹22.93 crore (US$2.9 million), and the entire amount was disbursed.

Conclusion

Technical Education Quality Education Program, which was initiated in 2002 to improve the standard of Technical education in India, came to an end after its third phase in 2021. TEQIP is set to be replaced by another initiative similar to TEQIP known as “Multidisciplinary Education Research Improvement in Technical Education (MERITE)” to begin the planning process. However, this project is at a conceptual stage and needs proper planning and coordination from both the center and the state to be successfully implemented.
